What exams do you need for the CISI Investment Operations Certificate?
Three units. For candidates in FCA-regulated roles those are Introduction to Securities & Investment, UK Financial Regulation and one technical unit chosen from thirteen options. Candidates outside FCA regulation can take any three units with their firm’s agreement. The CISI Investment Operations Certificate is completed with three units. For candidates in FCA-regulated roles those are Introduction to Securities & Investment, UK Financial Regulation, and one technical unit chosen to match the job. CISI regulates it as a Level 3 Certificate, equivalent to Level 4 on the European Qualifications Framework, and there are no entry requirements: the exams are open to all levels.
The IOC is the operations equivalent of the qualifications the front office takes. It is aimed at settlement, custody, asset servicing, fund administration, middle-office and client-operations staff, and firms in those areas commonly treat it as the baseline qualification for a new joiner. Candidates outside FCA regulation, including international candidates, can take any three units of their choice with their firm’s agreement, which makes the certificate unusually flexible compared with the more prescriptive advice qualifications.
Choosing your technical unit
The technical unit is where the certificate is shaped to the job, and CISI offers thirteen of them. The choice matters more than people expect, because it is the only part of the qualification that signals what you actually do.

Global Securities Operations is the default for anyone in settlement, custody or asset servicing, and it is the unit most closely associated with the IOC. Combating Financial Crime suits onboarding, client due diligence and financial crime teams and has the advantage of being a short 50-question paper. Risk in Financial Services and Global Financial Compliance are the heavier 100-question options and are worth taking if you expect to move toward a risk or compliance function, since each also stands as a qualification in its own right.
What order to sit them in
Introduction to Securities & Investment first, almost always. It is the broadest paper of the three and the shortest, and the vocabulary it builds makes both of the others easier to read. It is also the paper that most reliably tells a new joiner whether they have underestimated the volume of terminology involved.
UK Financial Regulation second. It is the regulatory unit, it is longer at 75 questions, and much of it assumes you already know what the products and market participants in the Introduction paper are. Leave the technical unit until last, by which point you will have a clearer view of the desk you are heading for.
How long the certificate takes
Three units at roughly 60 to 100 hours each puts the certificate somewhere around six months of steady evening study for someone new to the industry, and materially less for someone already working in operations who is mostly formalising what they see daily. The Introduction paper is the shortest at 50 questions, UK Financial Regulation is 75, and the technical units range from 50 to 100 depending on which you choose.
There is no time limit forcing you to finish quickly and no prescribed order beyond the sensible one, so the practical constraint is usually your firm's study budget and exam calendar rather than the qualification itself. Book each paper before you start reading for it; an unbooked exam tends not to happen.
The Diploma in Investment Operations is being withdrawn
Worth knowing if you were treating the IOC as the first step toward it. CISI has confirmed the Diploma in Investment Operations is being withdrawn: the final sitting of the Global Operations Management exam takes place in the Winter 2026 session, and candidates already part way through have until the end of 2027 to complete their remaining exams.
If you are mid-route, plan your remaining sittings against those dates now rather than later. If you have not started, the IOC remains a current qualification in its own right and the practical progression is toward the risk and compliance awards or, for advice-side roles, the Investment Advice Diploma.
